This document details the read-only, full-line repository audit and verification pass performed on the OpenIntelligence codebase. The primary objective is to mathematically prove line-level coverage across all first-party files, verify the current storage and routing architectures, and establish the safest implementation design for local-only Evidence Threads in Version 27 (supporting iOS 26/27, macOS 26/27).

Architectural Stages & Specifications
- App Launch & Lifecycle: Governed by OpenIntelligenceApp.swift and ContentView.swift. Restores runtime states, configures directory paths via KnowledgeContainer.swift, and starts local monitors.
- Onboarding: Handled by OnboardingStateStore.swift. Checklist flags and query onboarding states are written to
UserDefaults. - Library / Container Creation: Scoped in ContainerService.swift. Groups documents into distinct

vector_database_<containerId>.jsonplus associated binary vectors (_vectors.bin). - SQLite / FTS5 Storage: Governed by SQLiteFullTextService.swift. Creates local-only virtual tables to support keyword lookups.
- Retrieval: Handled in HybridSearchService.swift. Cosine similarity vector search and FTS5 keyword queries run concurrently.
- Reranking: Fuses scores via Reciprocal Rank Fusion (RRF) in
HybridSearchService.swiftto merge lexical and vector outputs. - Context Packing: Packs context in FoundationModelTokenBudget.swift up to the target token budget limit.
- Model Routing Policy: Evaluated in FoundationModelRoutePolicy.swift to choose the execution path.
- Local Apple Foundation Models: Generates completions on-device using the 3B Core model (
SystemLanguageModel.default). - Private Cloud Compute (PCC): Routes complex reasoning or large-context queries to secure PCC enclaves using
PrivateCloudComputeLanguageModel. - Verification Gates: Implements post-generation anti-hallucination checks in

4. Chat Persistence Truth
The adversarial audit of ChatMessage.swift and RAGService.swift resolved the following persistence parameters:
- Is ChatV2 Persisted: Yes. ChatV2 is fully persistent.
- Is the In-Memory Comment Stale: Yes. The comment at
ChatMessage.swiftline 37 claiming V2 is “in-memory only” is stale and contradicts the active saving code inRAGService.swift. - Writing File: RAGService.swift writes history to disk in
saveChatHistory(_:for:)usingWorkspaceSyncService.coordinatedWriteData. - Reading File:
RAGService.swiftreads history inpreloadChatHistory(for:)(line 537) usingWorkspaceSyncService.coordinatedReadData. - Is
sanitizedForPersistence()Called: Yes. It is mapped over the message array inRAGService.persistChatHistory(line 569) prior to writing. - Container Switch Behavior: Switching containers triggers
RAGService.persistChatHistoryfor the active container, swaps the active ID, and callspreloadChatHistoryfor the target container. - App Relaunch Behavior: Restores the last active ID from
UserDefaultskey"activeContainerId", preloads history from the corresponding JSON, and populates@State private var messagesinChatScreen.swift. - Retrieved Chunks Persisted: Yes, but pruned. The sanitization routine truncates the list to a maximum of 12 chunks, cuts each content snippet to 600 characters, and removes the heavy
parentContentfield to prevent disk bloat. - PipelineTrace Persisted: No.
pipelineTraceandthinkingEventsare omitted fromCodingKeysinChatMessage.swift(line 85) and are never written to disk. - Citations Restorable: Yes. Because the truncated chunks and structured response metadata are preserved in the JSON, citations map correctly after relaunch.
- User UGC Compliance Fields Persisted: Yes. User safety flags (
isHidden,userReportedAt,userReportReason,userReportNotes) are included inCodingKeysand persisted to support App Review compliance. - Maximum Message Cap: Hardcapped in
RAGService.swift(line 557) to 200 messages per container. Older messages are trimmed. - Breakage Risk of Monolithic Reuse: If Evidence Threads are stored directly in the existing
chat_history_<containerId>.json(Design A), the global 200-message cap will prune older threads automatically when the total message count across all threads in a container exceeds 200.
5. Storage Map

6. Sync Boundary Map
The synchronization boundaries defined in WorkspaceSyncService.swift dictate the following behaviors:
- Synced Today:
containers.json,documents_metadata.json,ingestion_queue.json,chat_history_<containerId>.json,transcript_<containerId>.json,conversation_memory_<containerId>.json, and physical document packages underImportedDocuments/. - Local-Only: The
LocalCache/directory (which holdsFTS5/databases and continued task states) is excluded from iCloud. - Accidental Sync Risk: If thread files are stored under
AppSupportPaths.baseDir()(e.g.baseDir()/threads/orbaseDir()/evidence_thread_<id>.json), they will be accidentally synced becausethreadsis not inlocalOnlyEntryNames. This will cause overwrites due to last-write-wins rules. - Conflict Strategy:
- Metadata: Custom lists are merged by combining array keys.
- Transcripts/History: Last-write-wins based on file modification timestamps.
- Coordinated Utilities Safety: Bypassing
WorkspaceSyncService.coordinatedWriteDatais required because it posts a.localWorkspaceDidChangenotification that triggers sync sweeps. A custom local-only atomic writercoordinatedWriteLocalOnlyData(_:to:)must be implemented.
7. Routing/PCC Map
Verification of FoundationModelRoutePolicy.swift and FoundationModelTokenBudget.swift reveals the following routing rules:
- Local Routing Limit: Hardcoded to 4,096 tokens (route policy limit). Standard queries within this context length run locally via the 3B Core model (
SystemLanguageModel.default). - Advanced Local Limit: On iOS 27+ / macOS 27+, Deep Think and Maximum mode queries can run on-device up to 8,192 tokens using the 20B Advanced model.
- PCC Routing Limit: Supports up to 32,768 tokens using
PrivateCloudComputeLanguageModelwhen context overflows or Deep Think/Maximum modes are triggered. - routing Discrepancy: The route policy limits standard local queries to 4,096 tokens to trigger PCC, even though
FoundationModelTokenBudgetclaims on-device Apple FM context sizes support up to 8,192 tokens. - Consent Key Name: Stored under key
"cloudConsent.applePCC"inUserDefaults. - Always Allow Persistence: Saves the state
.allowedto settings, bypassing subsequent consent prompts. - Behavior when Consent Pending: Suspends execution using
withCheckedContinuationuntil resolved in the UI sheet. - App Intent Background Deadlock Hazard: Siri background app intents (e.g.,
QueryDocumentsIntent) will deadlock indefinitely on the checked continuation if consent is.notDeterminedbecause there is no UI view to present the consent sheet. This will cause background intents to time out. - Marketing Copy Guidelines:
- Safe Claims: “Local-first processing”, “Secure scaling to Private Cloud Compute”, “Citation-backed grounds”.
- Unsafe Claims: “100% on-device inference”, “Zero data leaves the device”.
8. Billing/Entitlement Map
Auditing EntitlementStore.swift and QuotaPolicy.swift establishes the following boundaries:

- Effective Tier Calculation: Derived from active StoreKit entitlements. Grandfathered users with historical paid transactions (
historicalPaidPurchase,legacyDocumentPackOwner) bypass active StoreKit checks and default to effective Lifetime tier privileges. - Quota Limits:
- Free: 1 library, 5 documents, 3 daily Maximum mode runs, no iCloud sync.
- Pro: 10 libraries, 1,000 documents, unlimited Maximum mode, iCloud sync enabled.
- Lifetime: 20 libraries, unlimited documents (
.max), unlimited Maximum mode, iCloud sync enabled.
- Sync Gate: iCloud shared workspaces are gated via
EntitlementStore.currentEffectiveTier().isAtLeast(.pro). - Evidence Threads Constraints: Thread creation must read
effectiveTierinEntitlementStoreto apply limits (e.g., capping Free tier to 3 active threads per container) without modifying StoreKit validation.

Shortcut Limits
- Registered App Shortcuts: Exactly 9 shortcuts are registered.
- System Limit: Apple limits applications to exactly 10 App Shortcuts in
AppShortcutsProvider. - Safety Handoff: Since only 1 shortcut slot remains, Phase 1 Evidence Threads must NOT register any app shortcuts to prevent registration errors.
10. Evidence Threads Storage Design Challenge
Four candidate architectures have been evaluated for storing Evidence Threads:
Design A: Monolithic History Extension
- Concept: Add
threadId: UUID?toChatMessageand save all threads inchat_history_<containerId>.json. - Data Loss Risk: Critical. The global 200-message container cap will silently delete older threads’ messages.
- Sync Risk: High. Last-write-wins synchronization will overwrite threads concurrently updated on other devices.
- UI Complexity: Medium (In-memory filtering required).
- Overall Rating: Unsafe.
Design B: Isolated Thread Files (Recommended)
- Concept: Store threads as individual
thread_<threadId>.jsonfiles underLocalCache/EvidenceThreads/<containerId>/managed by a centralindex.json. - Data Loss Risk: Negligible. Cap is applied per thread (e.g., 100 messages) preventing cross-thread deletions.
- Sync Risk: Low. Isolates sync conflicts to the active thread file.
- UI Complexity: Low (Direct file binding).
- Overall Rating: Selected Design.
Design C: SQLite-backed Thread Store
- Concept: Store transcripts in local SQLite database tables.
- Data Loss Risk: Low.
- Sync Risk: None (Rebuilt locally).
- UI Complexity: High (Requires writing a SQL-to-Codable mapping layer).
- Overall Rating: Unsuitable (Introduces transaction overhead and write contention).
Design D: SwiftData / CoreData Store
- Concept: Store transcripts using Apple’s SwiftData framework.
- Data Loss / Migration Risk: High. Schema migrations will fracture the established JSON persistence layers and complicate local file coordination.
- Overall Rating: Unsuitable.
